Sullivan County, incorporated on July 5, 1827, is located in the west central area of New Hampshire between Vermont and the Sunapee region of NH. With its County seat in Newport and County complex in Unity, Sullivan County covers an area of 528 square miles and is home to 14 towns (Acworth, Charlestown, Cornish, Croydon, Goshen, Grantham, Langdon, Lempster, Newport, Plainfield, Springfield, Sunapee, Unity, Washington) and the City of Claremont. The County’s population is approximately 44,000. Description
Essential Functions
1.        Provide leadership for the Department and manage all aspects of staff development including training, mentoring, counseling, and organizational/process improvement.
2.        Plan, prioritize and schedule maintenance projects, renovations and improvements in cooperation with other department heads throughout County properties.
3.        Develop requests for proposals or seek quotes pursuant to the County Purchasing Policy and recommend the selection of equipment and contracted work.
4.        Plan and manage present and future capital projects (new construction and renovation) and purchases in collaboration with other department heads. Oversee capital projects from design through completion, including management of contractors and project budget.
5.        Identify and develop projects that would benefit from energy efficiency improvements.
6.        Develop, maintain and monitor a preventative maintenance program for the County's infrastructure, vehicles and equipment.
7.        Oversee operations of the water supply system and treatment plant and wastewater discharge. Responsible for compliance with all local state and federal environmental regulations as they pertain to wastewater, drinking water, pollution control practices, conservation practices, etc.
8.        Convene and manage the County’s Safety Committees in Unity and Newport to ensure all State and Federal codes are met and enforced. Represent the Nursing Home in Life Safety enforcement with the State Survey Agency. Maintain Material Safety Data Sheets manual in all departments.
9.        Prepare and present annual budget to County Manager that meets the immediate and long-term needs of the County in a cost-effective manner. Manage budget during the fiscal year to ensure that expenditures are within approved budget and that budgeted projects are completed.
10.        Work in collaboration with other department directors to review and recommend county-wide policies for capital planning, financial management, human resources management, etc.
11.        Schedule and monitor fire drills in compliance with State and Federal standards. Insure all operating licenses are in force and appropriate records are kept. Respond to emergency situations in appropriate proportion and manner. Assist in the planning and execution of the disaster drills, as required biannually in the nursing facility and in other County facilities per state and federal regulations.
12.        Maintain good relations with local, state and federal government and agencies as well as with local, regional, national and international vendors.


Skills
A candidate for this position should have a Bachelor’s Degree in appropriate discipline and at least five years of experience in management or supervisory responsibilities or any combination of education, training and progressively responsible work experience as would demonstrate possession of the required knowledge, skills and abilities to perform the work. This position requires considerable knowledge in a variety of areas including engineering, construction, electrical, materials, heating & cooling systems, roads and drainage, motor vehicle mechanics, and budgeting and capital planning. Must be able to communicate clearly and concisely both orally and in written fashion to the County Delegation, Board of Commissioners, members of the public, department heads and employees to maintain harmonious working relationships.
